Purpose of Position
Interviews are anticipated to be conducted within two weeks of closing date.
Why does the job exist?
This position will represent the New Mexico Interstate Stream Commission and provide assistance to the NM Attorney Generals’s Office and the State Engineer’s Office as a senior Project Manager for technical work related to water resource management including but not limited to the Rio Grande Compact and water litigation in the Rio Grande Basin.
How does it get done?
The incumbent will be responsible for independent technical and scientific engineering decisions based on the principles and methods of hydrologic/water resources analyses and evaluation. The position will required advanced technical analyses of complex hydrologic and water resource engineering issues; an in depth understanding of the history and administration of the Rio Grande Compact and the Bureau of Reclamation’s Rio Grande project. The incumbent will be responsible for managing professional service contracts in the ares of hydrogeoloygy, water quality, water use, water resources investigations, and river and reservoir operations. The position will also develop annual funding requests, and, at the request of the Legal Manager, coordinate on work plans/projects to gain a better understanding of Rio Grande Basin hydrogeology and apply those findings to determine informed, defensible, water management decisions. The position may also manage projects and professional service contracts related to river management and Endangered Species concerns in the middle Rio Grande.
Who are the customers?
The incumbent will support the State’s efforts in preparation of technical defenses related to water litigation in the lower Rio Grande and will provide assistance to the NM Interstate Stream Commission, the Office of the State Engineer and the NM Attorney General’s Office.
Ideal Candidate
The ideal candidate will have the following experience:

* Working with teams of lawyers and technical experts to quickly, efficiently and defensibly respond to litigation technical work needs and decisions. 
* Communicating important milestones and issues with technical and legal teams via telephone, email and presentations. 
* Employing high level project management skills and attention to detail, to conduct project planning, develop and manage budgets, and complete projects; develop funding requests, work plans and schedules; manage technical experts and contractors; prepare confidential correspondence; and communicate the results.
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and eight (8) years of relevant experience. Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed mostly in an office setting with exposure to visual/Video Display Terminal (VDT) and extensive personal computer, phone, xerox machine, and projector use. Some sitting, standing, bending, and reaching may be required. Travel may be required to support the litigation.
