Purpose of Position

Interviews are anticipated to be conducted within two weeks of closing date.

Why does the job exist?

This position will coordinate and oversee the New Mexico Interstate Stream Commission’s (NMISC) field activities in the lower Pecos Basin, including managing augmentation well fields, data collection and analysis and water rights tracking and evaluation. The activities of this position will be focused on ensuring New Mexico’s compliance with the 1948 Pecos River Compact, the associated 1988 U.S. Supreme Court’s Amended Decree in Texas v New Mexico, and the 2003 Pecos Settlement Agreement.

How does it get done?

The incumbents primary duty will be serving as the Project Manager of the NMISC’s augmentation well fields, including pipeline operation and maintenance, monthly groundwater level monitoring and sampling, compliance with OSHA regulations and ongoing data collection, management and analysis. The incumbent will also be responsible for collecting and assessing surface and groundwater data in the Pecos River Basin, project management and contractor oversight and working with partners in the basin to develop additional management strategies to meet inter and intrastate needs, including compliance with federal Endangered Species Act requirements.

Ideal Candidate

The ideal candidate will have the ability to carry out complex scientific/engineering based technical analysis and investigations and will have the following:

* Technical Analytical Skills
* Proficiency with Excel and GIS
* Experience with groundwater wells and pipelines
* Experience managing contractors
* Knowledge of water rights and compacts

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and six (6) years of relevant experience. Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License.

Working Conditions

Work is performed mostly in an office setting with exposure to visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Travel may be required for meetings and field work with exposure to inclement weather and biting insects. May require work at alternate sites.
